Raye Wins Senate Fight For Port Of Eastport

$150 million bond issue includes funds important to Washington County

AUGUSTA, ME – Senate Republican Leader Kevin L. Raye led a successful fight on the floor of the Senate on behalf of the Port of Eastport during the last moments of the legislative session early Saturday morning.

A battle erupted when Sen. Peter Mills (R-Skowhegan) introduced an amendment to the $150 million bond package. Mills’s amendment sought to unravel the vote of the Appropriations Committee to include $5.75 million in bond funding for the Ports of Eastport and Searsport.

The Mills amendment would have required that $4.5 million of the funds be dedicated solely to the Port of Searsport, leaving just $1.25 million for Eastport. Sen. Mills’s effort came literally during the final moments before the Senate adjourned for the year at 2:16 a.m. Saturday. Raye worked to ensure that the Port funding was included in the bond package, and received assurances from Governor Baldacci that $4.5 million will be dedicated to the Port of Eastport’s effort to fund a bulk cargo handling system that will expand the Port’s capacity and attract new business.

A floor debate occurred between Mills and Raye, with Appropriations Committee Chairman Sen. Bill Diamond (D-Windham) and Ranking Member Sen. Richard Rosen (R-Bucksport) joining Raye in speaking in opposition to the Mills amendment. Mills argued unsuccessfully that Searsport was more important than Eastport and that the federal funds it would leverage made it a better investment. Raye pointed to past inequities in port funding that had favored Searsport and Portland and called for fairness for a county that has long suffered the highest rates of poverty and unemployment in Maine, and whose port is jeopardized by the uncertain future of the Domtar pulp mill.

Raye then won a pivotal vote, with the Senate voting 18-14 to support Raye’s motion to kill the Mills amendment. As a result, the Port of Eastport will remain eligible for the money needed to fund the bulk cargo handling system in the bond issue. The bond package then was approved by a vote of 32-0 in the Senate, and 127-13 in the House of Representatives.
