LNG Updates
Quoddy Bay LNG

Quoddy Bay LNG Receives FERC Letter Postponing Action
(April 28, 2008)In a letter dated April 25, 2008, the
Federal Energy Regulatory Commission (“FERC”) notified
Quoddy Bay LNG that progress on its application is on hold
until further information is received from the company. FERC
says that it will reinitiate the evaluation of the Quoddy
Bay application once Quoddy Bay supplies additional
information to the Commission staff.
Quoddy Bay postpones LNG review
07/16/08
Quoddy Bay LNG, the company that wants to build a
liquefied natural gas terminal on Pleasant Point in
Washington County, yesterday said it would postpone or
temporarily withdraw its application from the state review
process, according to a press release from the company.
The Oklahoma-based company said it would postpone the
review because of potential changes to its plans, including
dropping certian infrastructure investments to save money,
as well as unresolved federal procedural issues, including a
pending lawsuit filed by a group of Passamaquoddy tribal
members that challenges the permit the Bureau of Indian
Affairs granted Quoddy Bay LNG, according to the release.
Quoddy Bay LNG is one of three companies proposing to
build an LNG facility in Washington County. Downeast LNG has
proposed a facility in nearby Robbinston, while a third
group, Calais LNG, has proposed a facility in Calais.

Quoddy Bay
suspends tribal payments
Quoddy Bay LNG, which wants to build a liquefied natural gas
terminal in Washington County on Passamaquoddy tribal land,
says it will temporarily suspend its payments to the tribe
while federal and state permit reviews of its application
are on hold.
Quoddy Bay so far has paid the tribe nearly $800,000 in
quarterly payments of $46,875, according to the
Bangor Daily News.
Quoddy Bay President Donald Smith told the newspaper that
the company is not obliged to make payments to the tribe
until the federal Bureau of Indian Affairs has given its
final approval to the project. So far, the bureau has
indicated only that the tribe will allow Quoddy Bay to seek
federal and state permits to build a terminal on tribal
land.
Earlier this month, Quoddy Bay said it
needed more time for the state permitting review process
while it works out details of the proposed terminal and
finalizes the route of the pipeline, the paper reported.
This spring, the Federal Energy Regulatory Commission
suspended its federal review of Quoddy Bay's proposal
because of inadequate information.
Downeast LNG
Downeast
LNG has temporarily withdraw its application for state permits to build a
liquefied natural gas import terminal and pipeline in Washington County
09/14/07
Downeast LNG
recently tried
to pull its
application from
the state of
Maine when the
United States
Fish and
Wildlife Service
denied their
request to build
a portion of the
31 mile (49.89
km) gas pipeline
through the
Moosehorn
National
Wildlife Refuge.
However, the
Maine Board of
Environmental
Protection has
not allowed the
LNG developer to
withdraw their
application. On
October 25,
2007, the Board
voted to suspend
consideration of
Downeast LNG's
application and
to readdress the
schedule on or
before July 1,
2008. The July
1, 2008 date is
contingent on
whether or not
information
regarding
alternative
pipeline routes
is submitted to
the Board by the
developer.
However, in
February 2008,
the Federal
Energy
Regulatory
Commission
sought public
comment on a new
LNG pipeline
that would
connect the
proposed
Downeast LNG
terminal to an
existing
pipeline. |
