Book 1 could have a password  for it's local brothers to view. Local 99 does it this way and it works fine. it also makes it so one cannot be caught  double booking in other locals if the traveling brothers could view book 2.IBEW brothers have it hard enough on the road and any information where they are on the books helps in this day and age.
